The black vertical streaks on gutters are called tiger stripes. They form when electrostatic charges cause airborne particles, roof shingle runoff and oxidized aluminum compounds to bond to the outside of your gutters.

Regular washing, pressure washing and even scrubbing with soap and water won't remove them. The compounds are chemically bonded to the surface. You need a product specifically formulated to break that bond.
